Trump to Meet Senators as CLARITY Act Talks Enter Final Stretch

President Donald Trump will meet a group of senators at the White House on Thursday afternoon to discuss the CLARITY Act and its remaining path through the Senate.

The lawmakers plan to brief Trump on the crypto market-structure bill’s “path to success”, with negotiations still open over stablecoin rewards, ethics restrictions, decentralized finance and protections for non-custodial software developers.

“I’m hoping that we can come up with some agreement by the end of this week,” Sen. Thom Tillis said ahead of the meeting.

The July 16 talks place Trump directly inside the final negotiations after he publicly pressed the Senate to pass the legislation. Trump recently called for CLARITY Act passage while framing U.S. digital-asset policy as part of a broader competition with China over finance and artificial intelligence.

Stablecoin and Ethics Language Remain Open

Tillis has been central to negotiations over stablecoin rewards, one of the most persistent obstacles between banking groups and crypto companies.

The current compromise would prohibit rewards on idle stablecoin balances when they resemble interest paid on bank deposits, while preserving incentives tied to payments, trading and other customer activity. Banking associations want the restriction extended across exchanges, affiliates and third-party platforms, arguing that stablecoin rewards could pull deposits away from community banks.

Ethics provisions remain another pressure point. Democratic lawmakers have sought restrictions covering crypto businesses and income tied to the president, senior administration officials, members of Congress and their immediate families.

Tillis has also pushed for ethics language addressing officials’ financial interests in digital assets. His support could be important in a Senate where Republicans need Democratic votes and cannot afford significant defections from their own conference.

Senate Vote Window Opens Next Week

The Senate Banking Committee advanced the CLARITY Act 15-9 on May 14, with Democratic Sens. Ruben Gallego and Angela Alsobrooks joining the committee’s Republicans. The House passed an earlier version 294-134 in July 2025.

The legislation would place digital commodity exchanges, brokers and dealers under a Commodity Futures Trading Commission registration framework while preserving Securities and Exchange Commission authority over securities offerings and investment contracts.

Sen. Cynthia Lummis has said updated CLARITY Act text is coming within days, with a possible floor vote during the week of July 20. Senate Majority Leader John Thune controls the schedule, and the bill may need 60 votes to overcome a filibuster.

No final text, cloture motion or confirmed floor-vote date had been released as of July 15.
